Justice, on behalf of McMinnville Water & Light, is requesting approval to amend the Comprehensive Plan Map designation of a property from a mix of Commercial and Residential to only Residential, and to rezone the property from a mix of EF-80 (County Zone) and R-1 (Single-Family Residential) to only R-1 (Single-Family Residential).  The requests would result in only one Comprehensive Plan and Zoning designation on the property.  The applicant is also requesting to remove the property from Planned Development Overlay (Ord. 4633), which requires a Planned Development Amendment, and a conditional use permit for the expansion of an existing power substation .  The subject site is located at 1901 NW Baker Creek Road and is more specifically described as Tax Lot 101, Section 18, T. 4 S., R. 4 W., W.M.
