G 1-20, G 2-20 & G 3-20 Project Materials (BLI/HNA/HS)

Description of Project: 

 

Cities should be conducting Housing Needs (HNA) and Economic Opportunity Needs Analysis (EOA) every 10 - 15 years.  The purpose of this work is to plan for the community's future growth for housing, jobs and public amenities to support a growing population in an intentional and proactive manner.  We must make a decision on how we are going to accommodate the new homes and jobs to serve a growing population in terms of land uses and land supply. This work is highly regulated by state laws and often very contentious in communities as it often brings up the local dialogue of should communities grow up (more density, taller buildings, etc.) or out (expand the urban growth boundaries), or perhaps a little bit of both.  And it is a local choice on how the community grows.  What we must do though is plan for it, and plan for it based on population growth numbers provided by Portland State University.  Our planning horizon is 20 years per state law and we can as a community plan for 50 years of population growth if we choose.  The last housing needs analysis that the City did was in 2001 and update in 2003.  This was for the planning horizon of 2003 - 2023.  By state law we need to submit a new Housing Needs Analysis to the state by December 31, 2023. 

 

2023 Update:

 

In 2019 the City started working on a new Housing Needs Analysis and Economic Opportunity Analysis for the planning horizon of 2021 - 2041.  Drafts were completed in June, 2020.  At the same time, the City was working on the original work from 2001 and 2003 to see if we could get past the legal hurdles and get a plan adopted as the city was running out of land supply and housing prices were escalating.  The June, 2020 drafts were put on hold as the City worked on finishing the 2003 McMinnville Growth Management and Urbanization Plan.  This was successfully adopted in December, 2020 and recognized by the state in April, 2021.  As part of that effort, approximately 665 gross buildable acres were added to the urban growth boundary.  

The City still needs to submit a new HNA and EOA to the state by December 31, 2023.  The City has chosen to update its June, 2020 drafts to include the recent urban growth boundary amendments and some recent legislation and not start the process over again.  

A Project Advisory Committee (PAC) worked with ECONorthwest and city staff on those updates.  They will be presented to the City Council and Planning Commission in work sessions in July and August respectively, and then the first public hearing in front of the Planning Commission to consider the documents is scheduled for September 7, 6:30 PM.

 

CITY COUNCIL MEETINGS

The Planning Commission recommendation was brought to the City Council for consideration.  The City Council directed staff to return with an Ordinance on November 14, 2023, reflecting adoption of the documents with the Planning Commission recommendation.  The City Council elected not to hold additional public hearings.
