Amy & Silas Halloran-Steiner, property owners, are requesting the approval of the exterior design of a new building to be constructed on the subject property.  The proposal includes the construction of a new building oriented towards the property’s 1st Street frontage and the construction of a new parking area in the rear of the building.  The proposal also includes a request for an exception to the zero-foot setback requirement to allow for a plaza to be located between the building and the sidewalk along 1st Street.  The new building must meet the Downtown Design Standards in Chapter 17.59 of the McMinnville Municipal Code (MMC).  The subject site is zoned C-3 (General Commercial) and is located at 631 NE 1st Street and is more specifically described as Tax Lot 11300, Section 21BC, T.4 S., R.4 W., W.M.
